The census is a measure to spy on the people

When William the Conqueror commissioned the Domesday Book in 1085, he was at least honest when declaring his intention to uncover the wealth in his newly-conquered territory.

Like the property and water tax, the census form is really another kind of spying on people. The census is promoted as being a measure for the future, but we can safely bet that the problems we presently have will still persist 20 years from now.
