Taxpayers are held to account by the law but those funded by taxpayers are not

What I have noticed over the last few years is that decent taxpayers are always held individually responsible for their actions by the law. 

On the other hand, people who live off the taxes that get extorted from those decent people are never held responsible for anything.

And by this I mean everything from the near collapse of our economy to the deaths of patients in government care. Of all the people paid large sums to be responsible for our finances during the 2000-2007 years was anybody actually held responsible and charged by the law? For all the deaths in hospitals, was anybody ever held responsible? Until the people who live off our taxes are held personally responsible under the law for their mistakes, it will make no difference who runs the country.
