Minister for The Environment Alan Kelly’s plans for Irish social housing are straight out of the Russian communist party’s manifesto for the 20th century.

In the 1950s, the Russian premier, Nikita Khrushchev, discovered precast concrete panelling. He would use the system to fast-track the design and construction of low-cost housing for the masses. Sixty years ago, a ‘luxury’ apartment for a Russian family measured precisely 38 square metres.
