Promote road safety by parking on pavements

I would like to be one of the very first to congratulate the Road Safety Authority on a great job so far.

Judging by the huge increase in the number of people driving around with one or two fog-lights on in the middle of the day, I would imagine that fewer drivers have died recently.

But I would like to propose the following law to assist their progress.
