How could a €600k new playground be flooded?

Last weekend, with sunshine peeping through for the first time in months, we decided to take our grandchildren to Fitzgerald Park to visit the new state-of-the-art playground which was opened at a cost of €600,000. 
How could a €600k new playground be flooded?

However, believe it or not, the playground was cordoned off with a large notice stating that it was closed due to flooding. What does this say about the engineering skills that the taxpayer paid handsomely for?

Presumably in the spirit and tradition of public service, this will be seen as a system failure and nobody will be held accountable?
