Mass media doing the job of our law enforcers

I do not understand why RTÉ is the primary investigatory body in the country when it comes to investigating fraud in the body politics or government agencies.

Surely it is not the job of the mass media to be the nation’s primary investigatory body into

fraud and other illegal behaviour?

Surely this should be the job of the Department of Justice acting through law enforcement agencies?
