Riddle me this.

The Department of Agriculture claims that they are compelled to publish details of single farm payments given to every named farmer in the country because the payments came from taxpayers money.

On the other hand, businessman Denis O’Brien can claim privacy regarding loans, and interest rates applied to those loans, given to him by IBRC which was owned by the taxpayer and therefore involved taxpayers money?
