Irish Water should verify customer’s consumption

There has been much talk about water bills, but no information from Irish Water as to what our bills will include. Although at a flat rate, will our bills be personalised to a level of water consumption associated with a particular address?

If I pay a water bill that includes a ‘record of consumption’, will I be legally accepting that this is an accurate record?

I think this assumption of accuracy has not been adequately demonstrated.
