Honour 1916 by enshrining water supply in Constitution

The Government is still drowning in the water charge controversy. 

People are not fooled by the supposed changes. Why did the Government not just fix the leaky pipes instead of installing meters? They are not bothered by the wastage be it wastage of water or wastage of money.

It is clear to the people that Irish Water is a vehicle to raise money to pay back the money we borrowed for the bond holders.
