A healthy investment?

With the EU having promised €140m to bolster the over-stretched health sectors of four West African nations, perhaps we could make a case for the EU to help our over-stretched third-world health service? 

However, that is unlikely while we have some of the highest paid and pensioned senior public servants running an ineptly managed and much-reduced service. And this is in spite of the best efforts of an over-burdened and less-privileged frontline staff.
