The wrong word?

So Pat Rabbitte agrees that the use of the word “disgusting” by the Garda Commissioner was “infelicitous” but goes on to say that the entire affair underlines something which has been a cardinal part of Labour policy, the need for a Garda Authority which would intrude between the Garda Síochána and the minister.

Intrude?

According to my dictionary this means “to thrust oneself in, unwelcome or uninvited”. A rather infelicitous choice of word, wouldn’t you say? And this from the minister for communication.
