Enda being economical with the truth?

On Oct 16, one day after the budget, Taoiseach Enda Kenny announced: “At the outset, we have reversed Fianna Fáil’s plan to increase income tax by €500m over two years, and have maintained income-tax rates, bands and credits to ensure that work continues to pay for working families.”

Enda being economical with the truth?

I would be grateful if you could assist me in seeking an explanation from An Taoiseach, as to how he could listen to the minister for finance announce that separated parents will lose a tax credit and a tax band of up to €2,490 per year, and then come out and make the above announcement.

Did An Taoiseach lie or did he not understand his own budget?
