Thanks to appalling levels of understaffing in the HSE, the problems facing troubled and neglected children in Roscommon continue to cause public concern.

Yet a damning report on the plight of children there and also covering the situation in Waterford and Dublin South East was withheld for 14 months.

It is dreadful to think State services to children could be so abysmal, especially given the horrific Roscommon case of child abuse involving Ireland’s first jailing of a mother for incest. Despite repeated questions, the HSE has failed to produce convincing reasons for the delay.

The only plausible explanation is that child services in Roscommon were so shambolic that a dysfunctional HSE had to put its house in order first before issuing a report it received more than a year ago. So much for transparency.
