This plan must not be imposed from the top (like Southill and Moyross), which built estates without consulting the people who would live there. This plan must consult the people of Limerick, and regions who will be required to use these buildings, and spaces. This plan must also anticipate future travel systems and future population living style before one sod is upturned.

If and when this plan is fulfilled, it must not be obsolete when it is finished, but transportable into the future. The people of Limerick and regions around it must be asked the question: what would entice you to the centre of Limerick? The plan should reflect those answers. It is vital that we don’t continue present assumptions, but what will future cities be used for and will cities be the norm in the future?
