Only toilets for addicts?

Most Dublin citizens are aware the council has removed the city’s public toilets, citing the catch-all excuse of antisocial behaviour.

Now the Government wants to install drug-injection rooms, with toilets, for addicts. Is heroin addiction the only way you can be permitted to use a public convenience?
