Burying their heads in the sand

Last week my employer had no choice but to put me on temporary short time. From a five-day to a three-day week.

My employer filled out a RP9 form for me to take to the local welfare office in order to claim welfare benefit for the two days.

Upon arrival I was requested to fill out three more forms ie UP1 form, UP 14b Form and UP 15 form. For the past two years the Croke Park agreement was engaged in finding efficiencies in work practices and savings in the public service. Also we heard the Minister for Social Welfare was looking for savings in her department. Have they their heads buried in the sand?
