Too many Garda chiefs and not enough gardaí

The present staff of gardaí is 1 commissioner, 3 deputy commissioner/chief administrative officers, 13 assistant commissioners, 50 chief superintendents, 178 superintendents, 307 inspectors, 2,173 sergeants, 11,821 gardaí. That is approximately 1 officer for 3 gardaí. It appears there are too many chiefs and not enough gardaí. Changes are definitely necessary.
