Pony picture

In your paper recently, I noted a set of ’horse fair’ pictures on page 5.

It was titled ‘Saddle Up’. The bottom right photo is labelled ‘a pony being led away at the fair in Tallow’, but it quite clearly is a man ‘dragging’ a foal down a road. Is this animal dead? What was the function of this photo? If it was set to shock or highlight animal cruelty at these fairs, then where was the associated article or appropriate caption?
