Prosecuting those who can’t pay mortgage fines?

I understand that there are many people in mortgage arrears.

In order to address this, is the Government planning to fine those who can’t make their payments and prosecute them in the criminal courts if they don’t pay these fines? I know it sounds ridiculous, but this is more or less what the Government wants us to vote for at the end of the month.
