Not enough money to pay for water meters

Many people don’t have money in their pockets to spend on anything after they pay their bills. How are they going to pay for a water meter?

I’d say people would prefer to spend it on something else if they had it. How does water metering help anything right now? We need to fix the leaking pipes. Maybe the ECB will give us back some of our money to pay for that? Maybe they could pay for the pipes with the money we pump into German and French banks who lent to Anglo so they could lend to others?

Seems like Enda just brought up the water meters to get the media to stop asking about Denis O’Brien and Fine Gael.
