Pathways to work? My God, what next? The Government has beaten the lot with this illegal practice.

They were the people who put everyone out of work in the first place. Now when the jobs come along, they expect employers to employ people who have been out of work for years. All this smells of huge tax breaks again for the well-off. The country will be paying for the employer to hire you, hence costing the employer nothing.
