Justifying more taxation?

IN a recent article “Taoiseach warns of water charges“ you quote Enda Keny as saying: “On the treatment of water, we have a situation where vast quantities are leaking away.”

Justifying more taxation?

Given that the majority of water will likely always be leaking out through the infrastructure used to deliver it, occurring well before it gets to the point where it is metered, how will water meters change this? Or is this just another example of what is becoming typically woolly statements from the Taoiseach to justify yet more taxation on a populace which can barely afford tax as they are paying now?
