ECONOMIST Richard Tol’s prediction, as he departed his ERSI post, to the efffect that Ireland faces another decade of economic austerity, might be wholly depressing, but it was scarcely a revelation.

It did, however, clarify one nagging question which had been bothering me; for precisely how long might a Government continue pursuing a course of action without it bearing a single positive result?
