EU changes need referendum

LAST Wednesday Angela Merkel and Nicholas Sarkozy set out, in a letter, their plans for tighter fiscal union.

In it they proposed that each state signing up for the agreement “translates the objectives and requirements of the stability and growth pact into national legislation at constitutional level”. Surely that is unequivocal — they want each country to incorporate the legislation into their respective constitution. How else can it be done in Ireland without a referendum?
