THE end of decentralisation has been heralded by many as an end to a manifestation of Irish parochialism.

It is easy to dismiss the strategy as merely an election campaign masquerading as administrative policy (and I do not disagree that it was just that).

However, it fails to address the potential benefits of a real decentralisation strategy for Ireland.
