Breaching EU law

HOW does a European citizen bring a matter to the attention of the EU? Tolling roads part-funded by Europe is illegal, according to European law.

Is there a European watchdog in Ireland that monitors breaches of European law by the Government or is there any official an Irish citizen can contact? I wouldn’t contact a TD or MEP as they can’t be trusted or relied upon to raise the matter. Any Information would be appreciated.
