Defining decision

IN stating his belief that Bishop Donal Murray will make the “appropriate decision”, did Willie O’Dea mean it in the sense of the bishop taking responsibility for his actions and resigning or did he mean it in the Fianna Fáil sense of blaming someone else, taking no responsibilty whatsoever and bluffing away?

If Mr O’Dea could clarify this point, it really would be most helpful.
