ALAN DUKES recently argued the fact that national governments had not been rendered irrelevant by the political evolution of the EU was confirmed by commonsense and mirrored his own long experience of working within its institutions.

However, Roman Herzog, the former president of Germany and of its constitutional court, and also someone with long experience of working within the EU, has pointed out that Brussels already decides 84% of German legislation. He said it “raises the question of whether one unreservedly can call the Federal Republic of Germany a parliamentary democracy at all”.

If commonsense reveals anything about the EU, it is that there is real cause for democrats to be concerned.
