IT looks like our recently-appointed Taoiseach, Brian Cowen, has not learned anything as yet and the same old carry-on is still permitted within Fianna Fáil — the latest example being the election as town mayor of a party member who was found by the Standards in Public Office Commission to have breached ethics legislation.
