TAOISEACH Brian Cowen, who has signalled his intention to rein in an out-of-control public service and operate a value-for-money new departure, missed a glorious opportunity by filling 20 junior ministerial posts.

Those second-tier ministers have grown exponentially from seven to 20 in the last 20 years.

Bertie Ahern increased their number to 20 a year ago in an effort at “one for everyone in the audience”.

In my opinion only about six such ministers are required.

What do they do all day and where do they report to?

When we add the retinue of public servants they employ, salaries and pensions, this is a huge insult to all us taxpayers.

Worse, it’s a national scandal.

When next Mr Cowen talks about us all tightening our belts and offers a Lemassian view of Irish republicanism, we will all mange a little smile.
