WHATEVER about the tax implications of receiving gifts from pals, Bertie seems to misunderstand the criteria for choosing people to serve on State boards.

It is inappropriate to make appointments “because they are friends”.

That Bertie gave this as a justification for some of the appointments he made explains much of the appalling performances of many State institutions. It also says a lot about Bertie’s attitude to the legitimate uses of power.
