DOES Justice Minister Michael McDowell really believe the proposed jail at Thornton Hall will solve the overcrowding problem, which is ultimately leading to prisoner violence?

It has been proven that even if every prisoner had his own cell, there would still be violence, murder and harassment of the kind we have seen in recent weeks.

This situation only highlights the lack of real penal reform and a proper prison policy by the Government.
