Random breath tests are in operation across the country and apparently this is already having the desired impact on driver behaviour. Similarly, there is an increased reluctance on the part of motorists to use mobile phones while they are driving.

Arguably, these life-saving regulations could be made even more effective if motorists assumed greater responsibility for their own behaviour and that of other drivers.
