It is a dangerous and unacceptable farce. But I trust Mr Mills was not implying that the economy comes before safety on the roads?

I would suggest that a proportion of the circa 400,000 people at the younger end of the 18-30 age group he identified are entitled to the sobriquet boy-racers and ladette-racers, of whom some would further double-up as ASBO brats whether in command of a vehicle or not. Regarding the latter, let the Minister for Justice drive on with his ASBO legislation. Now that the Government has descended to consulting minors as to the age limit below which sex ought to be proscribed, why not consult (on the licence issue) those who should be put off the roads unless accompanied by a qualified driver?
