Taoiseach cannot give ‘cast-iron guarantee’ everyone will be better off after Budget

Taoiseach Micheál Martin has said he cannot give a “cast-iron guarantee” that everyone will be better off after October's Budget.

He said that the budget will not “do everything for everybody” and that resources will have to be targeted.
