An agreement between the British and Irish Governments on legacy issues in Northern Ireland is “effectively there”, the Tánaiste has said.

Simon Harris said the two Governments are “on the verge” of developing a framework that will be compliant with the European Convention of Human Rights (ECHR), as he criticised “dangerous rhetoric” around the international treaty.
