The European Court of Human Rights (ECHR) has ordered the State to pay €11,000 damages to an intellectually disabled Cork man whose legal proceedings dragged on for more than 13 years.

The European Court of Human Rights (ECHR) has ordered the State to pay €11,000 damages to an intellectually disabled Cork man whose legal proceedings dragged on for more than 13 years.

The court found the State had not dealt with Alan O’Leary’s case within a reasonable time, as per Article 6.1 of the Convention for the Protection of Human Rights and Fundamental Freedoms.
