Member of Welsh Assembly suggests Ireland could pay for motorway

A UKIP member of the Welsh Assembly has suggested that Ireland could pay for Welsh motorway works through EU funds.

David Rowlands asked if part of the cost of an M-4 upgrade could be borne by the Irish Government.
