Cameras have been suggested as one solution to reassure parents after this week's Prime Time expose.
However Billy Hawkes believes CCTV is a 'kneejerk reaction' and he said that it will not address the problems raised on Tuesday night.
"CCTV does not in anyway resolve that issue," he said.
"It does give rise to a while range of other issues including the rights of parents in terms of parents of other children who might not want this as well as the rights of employees,"
"There is a broader issue sometimes you'll find a kneejerk reaction in these situations
"CCTV is not the answer to this question."
