Noonan: 'Too soon' to know if budget deal can be done before New Year

The Finance Minister says it is "not clear yet" if a deal on the European Union's trillion euro budget can be done before our Presidency next January.

Michael Noonan says he's not concerned that the U-K would leave the union, and he would like them to be fully participating in European issues.
