Taoiseach: Bank deal 'not a troika bailout situation'

The Taoiseach Enda Kenny is denying that any deal on our bank debt would amount to a "second bailout".

It comes after Germany declared that if the bailout fund, the ESM, was used then conditions would have to apply.
