That's a jump from last year's ranking, when it scored 24th.
Our capital city has a 42 percent congestion level, meaning journey times are 30 percent longer when jams become a problem, and a massive 70 percent longer during morning rush hour.
Warsaw is the most congested city in the region, according to new research being released today by TomTom navigation.
Marseilles, Rome, Brussels and Paris all came in ahead of Dublin in the report, which is based on real travel time data.
