The Social Protection Minister has said that ratifying the Fiscal Treaty referendum will act as a "safety net" once Ireland exits it's current bailout programme.

Joan Burton's comments come as the Taoiseach denied that the Government has resorted to scare tactics in securing a Yes vote.
