Senior gardaí are calling for vacant posts to be filled to avoid "serious gaps" in service delivery.
More than 30 positions currently remain unfilled at superintendent rank, according to the Association of Garda Superintendents.
The AGS said the vacancies are placing additional pressures and strains on its members, which risk affecting their welfare and efficiency.
General Secretary of the association Pat McCabe has called on Justice Minister Alan Shatter to lift the recruitment moratorium.
"There is in excess of 30 vacancies at the moment for superintendent," Mr McCabe said.
"It's a very important rank.
"The whole control system of An Garda Síochána, the operational control - we hold that in our hands.
"We feel it is very important that people are promoted to that rank and that we continue to deliver the service that we are delivering at the moment."
