The Government is to approve the appointment of a Labour Party minister to replace Willie Penrose at the Cabinet table today.

Two junior ministers, Jan O'Sullivan and Alan Kelly, are in frame to become the new so-called "super junior" minister with a seat at Cabinet, but without a vote.

It is likely that Dublin-based junior minister Roisin Shorthall, widely tipped for promotion, will be overlooked this time around.
