Howlin delivering first part of Budget 2012

Minister for Public Expenditure Brendan Howlin has taken to his feet in the Dáil to deliver the Capital Expenditure report, the first part of Budget 2012.

The Minister began his speech with a tribute to late finance minister Brian Lenihan, who delivered the last budget.
