Kenny: Welfare system cannot be left 'untouched' in Budget

The Taoiseach Enda Kenny has refused repeated calls in the Dáil for him to rule out a cut to child benefit in next month's Budget.

Opposition leaders made the call after Mr Kenny was able to definitively say that, after a proposed hike in VAT next year, there would be no further hikes in the tax or in income tax for the remainder of the bailout.
