Finance Minister Michael Noonan has said it would be possible to raise the tax revenues called for under the terms of the EU/IMF bailout without raising income taxes.

"There's a commitment to VAT increases up to 23% (and) to property charges. There will be pressure from Europe to increase carbon charges in line with our programme on climate policy, and so on and so forth," he said.
