Motorists caught without licence to be treated as learner drivers

Motorists who do not carry their licences could be arrested for driving with a blood alcohol level of 20 milligrammes, the level normally reserved for learner drivers.

Under a proposed new law, gardaí who breathalyze drivers will be obliged to treat them as learners unless they can prove they hold a full licence.
