Dublin City Council has moved to press ahead with the construction of the controversial Poolbeg incinerator, despite alleged efforts by Environment Minister John Gormley to stop it.

All parties behind the incinerator have been waiting on Minister Gormley to approve a foreshore licence before proceeding, leading to speculation that the Minister was stalling the project, which is in his own constituency.
